Temporary Accommodation
Siobhain McDonagh has served as Chair of the All-Party Parliamentary Group (APPG) for Households in Temporary Accommodation since its formation.
With a professional background in social housing prior to her election in 1997, Siobhain now takes on a large caseload in assisting local residents with housing concerns, and has embarked on several parliamentary campaigns to protect those living in temporary accommodation and to improve living standards for all.
With the Shared Health Foundation and Justlife – who serve as co-secretaries of the APPG – the APPG released a report in early 2025 revealing that 74 children died with temporary accommodation listed as a contributing factor to their death in just five years. Of these 74 children, 58 were under the age of one.
In 2023, the APPG launched their Cot Campaign to ensure no child would die in temporary accommodation for the want of a cot. After writing to then Prime Minister Rishi Sunak and delivering a petition to N.10, Siobhain and the APPG successfully persuaded the government to update the Homelessness Code of Guidance to include cots for children under 2 in temporary accommodation.
In 2025, Siobhain and the APPG launched the SAFE campaign, which aims to improve collaboration between local authorities and their support services when a homeless household is placed in temporary accommodation.
